No, the picture depicts the brutal states of the Vietnamese individuals, particularly kids amid the Vietnamese war. The picture might be seen as improper yet people in general needs to fathom the circumstance around then and the pessimistic effect it had on the pure subjects and youngsters. It is imperative that the the media think about the message they are trying to broadcast before they send it. This includes the type of language used and the manner in which it is delivered. When posting images like this, one need to consider that they are dealing with people of different languages, cultures, ages and background. So what may seem informative and interesting to one person may be disturbing to another.

It is imperative that thought is given to the audience and to the type of message being sent, the language that is used and the manner in which it is delivered. By not following good netiquette, the communication becomes inappropriate. Sometimes you might need to create several messages, with the same information, for different groups of the audience.

If you choose to use an image that is manipulated or edited, you are going to battle with trying to get your desired message across, as accurately as possible. You need to consider, your audiences ability, as it is pointless creating a message that your intended audience does not know about or does not have access to even though you used the correct medium of communication.
